The Board of Supervisors for Lyon County are elected by residents from within their district.   They serve a 4 year term.

 

Meetings are held each Monday at 9:00 a.m. in the Lyon County Courthouse.

1/23/2012 LYON COUNTY AUDITORS OFFICE ROCK RAPIDS, IOWA JANUARY 23, 2012

Chairman Randy Bosch convened the adjourned session of the Lyon County Board of Supervisors with Modder, Peters, Michael and Koedam present.

The minutes of the January 16, 2012 meeting were reviewed. Motion by Peters, seconded by Koedam to approve the minutes. All “Aye” motion carried.

Deputy Auditor Jen Smit was in attendance. Attorney Petersen presented his budget for next fiscal year and said the increase in the office equipment is for a new server and associated equipment. Petersen also reviewed the courthouse security budget and explained we will not receive grant money to fund security budget next year. Discussed using Per Diem money to fund security budget or seek funding from the Riverboat Foundation.

Development Director Simons presented his budget and directed attention to line item for Strategic Plan Activities and NW IA Coalition dues increase.

Budget #61, Juvenile Probation: Discussed the Juvenile detention & shelter line item.
Budget #31, District Court: No change.
Budget #65, Substance Abuse: Discussed 9.38% increase in prevention services with Compass Pointe.
Budget #34, Historical Society: No change.
Budget #33, County Library: No change.
Budget #24, Weed Commission: No change
Budget #28, Medical Examiner: Increased the line item for autopsies for current year and next year.
Budget #36, Ambulance: Discussed the urgency to recruit new people to become certified.

Veteran Affairs Director Wilma Miller addressed the Supervisors and said her Board has agreed to increase her salary by 5%. Miller said it is unsure whether each county will receive the $10,000.00 allocation from the State next year. Chairman Bosch thanked Wilma Miller for presenting the Veteran Affairs budget.

Chairman Randy Bosch opened the scheduled Public Hearing at 10:35 a.m. to hear comments on Budget Amendment & Appropriations. Larry Landman and Jen Smit were present. Supervisor Michael asked if the election equipment will cost in the $100,000.00 area and Auditor Grooters said he anticipates it will but we have not decided which equipment to purchase. Chairman Bosch closed the Public Hearing at 10:45 a.m.

Motion by Michael, seconded by Modder to approve and Chairman sign Resolution 2012-04, Budget Amendment & Appropriations FY 2011/2012. All “Aye” motion carried. All Resolutions are on file in the Auditor office.

Deputy Auditor Smit presented the taxable valuations per fire district that she plans to send to Fire Departments and EMS personnel to help them determine the dollars that each township could levy for Fire and EMS.

Health Services Director Boeve presented the Nursing budget for next fiscal year with detailed report on salaries and operational expense. Boeve said revenue is difficult to predict at this time because grant amounts for next year are unknown. Boeve said she has lowered the proposed revenue by $24,100.00 because of state and Federal trends the past years.

Boeve said Joanne Montag is on vacation and so she presented the Homemaker-Homecare Aide budget.

Engineer Williams joined the Board meeting and discussed possible funding for TIF projects and what projects should have priority for next fiscal year. Williams said asphalt projects on the list are 11.3 miles on K52 south of Rock Rapids, 5 miles on K60 south of A34 and 3 miles on K30 south of A42. Williams recommended to remove the 5 miles on K60 south of A34 because of bridge work on that road and lack of funding. Williams reminded the Supervisors how extensive our needs are on roads and bridges. Williams said in the next five years we will have 70 bridges that will fail to meet the standards to keep them open. After much discussion on how to approach this county wide problem it was decided that Supervisors Modder and Peters will meet with Engineer Williams and prioritize the roads and bridges to determine if it necessary to close some bridges and roads and what project do we use to capture the TIF money.

The Board of Supervisors recessed for lunch at 12:15 p.m.

The Board of Supervisors reconvened at 1:15 p.m.

Sheriff Bloemendaal and Attorney Petersen joined the meeting. Petersen said a question came up about meeting the competitive bid procedure when purchasing new E911 equipment in the dispatch office. Petersen said E911 equipment does not meet the same standards.

Bloemendaal explained he has a problem with the floor in the Jail Control Room and he is estimating cost of repair around $12,000.00 and plans to use Per Diem funds. Chairman asked what the fund balance is of Per Diem money and Deputy Krull said around $34,000.00. Bosch then asked if the cost of salaries in the Courthouse Security budget could come from Per Diem money and Bloemendaal said it could

. Motion by Michael, seconded by Koedam to approve using $17,500.00 of Per Diem funds to pay for salaries of Courthouse Security budget FY 2012/2013. All “Aye” motion carried.

Bloemendaal said the equipment to replace the dispatch communication center is estimated to cost $283,000.00. After discussion on funding for communication center it was determined to fund $150,000.00 from department #55, Board Control-Casino and fund $133,000.00 from E911 fund.

Bloemendaal and the Board reviewed the remaining budget line items and the E911 budget.

Supervisor Bosch attended NW IA Early Childhood meeting, Farm Bureau meeting and Board of Health meeting.
