LYON COUNTY BOARD OF HEALTH Jan 13, 2010 4:45 p.m. Date Time Lyon County Annex Meeting Room 315 First Ave., Rock Rapids, Iowa Members Present: Members Absent: Ex Officio Members: Larry Landman Sherri Boeve Bonnie Vanden Bosch Joanne Montag Kathy Van Hill, PA Melissa VanHolland Chester DeJong, MD Anita Hopp Randy Bosch, BOS Liason Topic Discussion Meeting was called to order by chair Larry Landman at 4:45p.m. Minutes A motion was made by Chet and seconded by Bonnie to approve the minutes from the December 2, 2009 meeting. Motion carried unanimously. Election The Election of officers was held. Larry Landman would remain as Chairperson and Chet DeJong as Vice Chairperson. Motion made by Bonnie and Seconded by Anita to have Larry as Chairperson and Chet as Vice Chairperson. Motion carried unanimously. Financial/ Administrative Report Sherri reviewed and discussed with the Board the expenditure/revenue reports for the month ending December 31, 2009. Expenses are a little higher due to training of new employees. Revenue is higher in the BT category as we are starting to receive money in from the grant. Discussion held on why the school nurse costs did go up the past year, and what factors contributed to that being raised. Budget FY2011 Discussion held on FY 2011 proposed budget. Sherri discussed each expenditure and how she came to the amount proposed. Dr. DeJong questioned the implementation and training required for the new software. What did Health Services contract with Avera originally state for updates to the software, whether this was in the original contract as our cost. Also if there would be a possibility of getting costs for other agencies equipment to present to the Board of Supervisors. A motion was made by Dr. Dejong, and seconded by Anita to approve the proposed budget to go the Board of Supervisors. Motion carried unanimously. I-4 Grant Discussed the I-4 Grant and the dollar amount figured in for the portable freezer. It was felt by the board to go with a more economical freezer as opposed to the one budgeted for. State Grant Revenue for the State Grant down due to budget cuts. Currently they have just sent an amendment showing a 10% cut, and the amendment was signed by Larry Landman, Chair person. Empowerment Grant Revenue for Empowerment Grant down due to budget cuts. BT Grant Revenue for the BT Grant will be higher. We are starting to receive dollars in for the Grant. *Recess taken at 5:30 p.m. *Reconvene at 5:40 p.m. BT Grant Sherri brought Health Services statistics for H1N1 vaccinations. What we have been doing as an agency in the office and in the county. A survey on Phase 4 dollars was also presented and Sherri has applied for an additional $5000.00 if we would have another wave. This money will not need to be utilized, and will remain at the federal level if not needed. Healthy Families Amy Hartter started January 4, 2010 as full time. She has begun meeting with clients on her own. Enviromental Health Jeff was unable to be present and information provided to the Board by Chairman, Larry Landman. IDPH had an audit of well closing. There were 3 deficiencies noted: Continuing education – needs to be updated on registry, Water sampling – by code you have to send samples in, and Written proposal and guidelines for sanitation. Discussion held on Jeff doing the Sanitarian position, with Doug retiring and not filling his position should they consider hiring a sanitarian. Possibilities noted of co- sharing the position with another county? It was requested to think and discuss at the next meeting how to handle this position. The next Board of Health meeting is scheduled for Wednesday, March 31, 2010 in the conference room at the Lyon County Annex. A motion was made by Kathy and seconded by Dr. Dejong to adjourn at 6:10 p.m. Motion carried unanimously. Quarterly Report Joanne went over the quarterly statistical report on hours vs. visits. The next Board of Health meeting is scheduled for Wednesday, March 31, 2010 in the conference room at the Lyon County Annex. A motion was made Dr. DeJong and seconded by Bonnie to adjourn at 5:40 p.m. Motion carried unanimously. LYON COUNTY HEALTH SERVICES PROGRAMS

HOME CARE

 

Health Services of Lyon County provides skilled nursing care and physical therapy in your home.  Home health care must be prescribed by your physician and is provided by a variety of health care professionals.

 

All services are provided on a flexible basis in an attempt to meet individual needs, and services are available to all residents of Lyon County.  This Agency is certified with Medicare and Medicaid and also utilizes private insurance with home care coverage if appropriate.  Services not covered by third party payment will be charged privately according to a sliding fee schedule.

 

 

HOMEMAKER

 

The homemaker program places trained and supervised aides in the home of families and adults for a temporary or extended period of time, because of illness or disability.  Components of this service include: personal care, medication supervision, meal preparation, limited housekeeping, essential shopping, meal and respite care.

 

School Health

 

Health Services of Lyon County contracts with public and parochial schools within Lyon County to provide: direct classroom education, screenings, coordination of health care plans on students with chronic illness and to serve as a consultant on health care issues.

 

IMMUNIZATION

 

The goal of the immunization program is to reduce and ultimately eliminate the incidence of vaccine preventable diseases by working in conjunction with the public and private health care providers throughout the state.  Accomplishing this goal will require achieving and maintaining high vaccination coverage levels, improving vaccination strategies among under vaccinated populations, prompt reporting and thorough investigation of suspected cases, and rapid institution of disease control measures. 

 

Health Services of Lyon County offers immunizations to all children and adults by appointment.

 

 

 

HEALTHY FAMILIES PROGRAM

 

Healthy Families is a family-centered, strength-based program that provides in-home support and assistance to parents of young children, prenatal through five years of age that reside in Lyon County.

 

The goals of our program are to support and strengthen families in bulding the foundation of safe, nurturing environments in which children thrive.  Healthy Families is a voluntary program offered at no cost through Northwest Iowa Empowerment Funding.

 

HEALTH PROMOTION

 

Health Services of Lyon County participates in a four county Childhood Lead Poisoning Prevention Program through a grant from the Iowa Department of Public Health.  Our goal is to have every child under the age of six tested for lead poisoning.  Our focus is on increasing awareness of lead poisoning and testing, inspecting houses where lead-poisoning children live, and assisting in the care of lead poisoned children and their parents.

 

 

LYON CO. TOBACCO COMMUNITY PARTNERSHIP

 

Lyon County Tobacco Community Partnership is funded through a grant form the Iowa Department of Public Health..  Our goals are to 1) prevent tobacco use initiation among youth 2) promote cessation among young people and adults 3) eliminate nonsmokers' exposure to secondhand smoke 4) identify and eliminate the disparities related to tobacco use and its effect among different population groups.  Lyon County is teaming up with Sioux County to form Sioux/Lyon ASH-Action on Smoking and Health.

 

 

EMERGENCY PLANNING and PREPAREDNESS

 

Health Services of Lyon County's role in emergency planning and preparedness is to provide an organized and comprehensive response to a bio-emergency or a terrorist attack involving a biological agent.
