LYON COUNTY BOARD OF HEALTH March 26, 2008 4:45 p.m. Date Time Lyon County Annex Meeting Room 315 First Ave., Rock Rapids, Iowa Members Present: Members Absent: Ex Officio Members: Larry Landman Kandace Koll Dr. Chet DeJong Patty Tausz Kathy VanHill, PA Mark Behrens Bonnie Vanden Bosch Anita Hopp TOPIC DISCUSSION Meeting was called to order by chairperson Larry Landman. Board Member Anita Hopp was introduced to the Board. She will be replacing Randy Riecks. Minutes A motion was made by Bonnie and seconded by Dr. DeJong to approve the minutes from the January 23, 2008, meeting as presented. Motion carried unanimously. Financial/ Administrative Report The Board reviewed and discussed the expenditure and revenue summary reports for month ending February 2008. Home Care Continues to stay busy. Homemaker Home Care Aide Status remains the same. Continues to stay busy. Communicable Disease/ Immunization Kandi noted that a Hepatitis A case had been reported in Lyon County. It was investigated with follow-up complete. The Board discussed various communicable disease issues within Lyon County. Emergency Planning Kandi informed the Board that a full scale exercise for emergency preparedness would be held on Wednesday, May 14, 2008, from 1:30 p.m. to 4:30 p.m. at the Forster Community Center. The Board members were invited to attend. - 2 - Board of Health March 26, 2008 Kandi reviewed and discussed with the Board the Continuity of Operations checklist for Health Services of Lyon County. IDPH Center for Disaster Operations & Response Kandi presented a power point presentation to the Board on ‘An Ethical Framework for Use in a Pandemic’. It outlined the Ethical issues to be addressed in a pandemic: -Objective -Historical Overview -Why an ‘Ethical Framework’ document now? -Influenza Pandemic: Are we there yet? -Difficult questions to consider for a Pandemic Planning. -What the Ethical Framework Document is? And What it is Not! -Pandemic Influenza Ethics Committee -Pandemic Influenza Ethics Committee II -When and How to use the ‘Ethical Framework’ Document -The 4 Ethical and Moral Focal Principles -General Ethical Considerations -Protection of Individual Rights -Triage -Duty to Care and Health Professional’s Protection -Scenario 1 -Ethic & Scientific Considerations for Scenario 1 -Scenario 2 -Ethic & Logical Considerations for Scenario 2 -Scenario 3 -Ethic Considerations for Scenario 3 Each Board member signed the Ethical Framework for Use in a Pandemic Document Verification Letter. This will be given to the Regional Fiscal Agent. School Health Each of the county schools have requested the same level of staffing for next fiscal year. Healthy Families Kandi presented to the Board the Healthy Families Policy Manual. - 3 - Board of Health March 26, 2008 A motion was made by Dr. DeJong and seconded by Kathy to approve the Healthy Families Policy Manual. Motion carried unanimously. Kandi gave an update on the Healthy Families self assessment process. Kandi discussed with the Board the need for an additional interpreter on contract. The Board felt a background check should be done on all interpreters. A motion was made by Dr. DeJong and seconded by Bonnie that a contract should be issued to a second interpreter for the Hispanic population upon a background check and receiving the proper orientation training. Motion carried unanimously. Health Promotion The BOH is eligible to apply for an AED grant for 4 defibrillators. Kandi presented to the Board an application. This would be administered by the Safety Committee. It was the Board’s recommendation that the Board of Health Chair sign this application. The Board made recommendations for placement of the defibrillators. Lead Lyon County is included in a Lead Coalition with 5 counties. Sioux County is the lead agency. The Board approved that the Lyon County Board of Health Chair sign the form to continue to be part of the Lead Coalition for the childhood lead poisoning prevention program. Environmental Health Jeff Williams, County Engineer/Environmental Health Officer joined the Board of Health meeting at 6:00 p.m. Jeff presented and reviewed with the Board Lyon County Ordinance No. 2008-01 and Resolution 2008. The Board reviewed the fee schedule presented and made - 4 - Board of Health March 26, 2008 recommendations. The Board recommended that the fee schedule be set by the Board of Supervisors. A motion was made by Kathy and seconded by Dr. DeJong to recommend Lyon County Ordinance No. 2008-01 and Resolution 2008 to the Board of Supervisors with the Board of Health’s noted change recommendations pertaining to the fee schedule. Motion carried unanimously. The next Board of Health meeting is scheduled for Wednesday, May 14, 2008, at 4:30 p.m. in the conference room at the Lyon County Annex (315 First Avenue). LYON COUNTY HEALTH SERVICES PROGRAMS

HOME CARE

 

Health Services of Lyon County provides skilled nursing care and physical therapy in your home.  Home health care must be prescribed by your physician and is provided by a variety of health care professionals.

 

All services are provided on a flexible basis in an attempt to meet individual needs, and services are available to all residents of Lyon County.  This Agency is certified with Medicare and Medicaid and also utilizes private insurance with home care coverage if appropriate.  Services not covered by third party payment will be charged privately according to a sliding fee schedule.

 

 

HOMEMAKER

 

The homemaker program places trained and supervised aides in the home of families and adults for a temporary or extended period of time, because of illness or disability.  Components of this service include: personal care, medication supervision, meal preparation, limited housekeeping, essential shopping, meal and respite care.

 

School Health

 

Health Services of Lyon County contracts with public and parochial schools within Lyon County to provide: direct classroom education, screenings, coordination of health care plans on students with chronic illness and to serve as a consultant on health care issues.

 

IMMUNIZATION

 

The goal of the immunization program is to reduce and ultimately eliminate the incidence of vaccine preventable diseases by working in conjunction with the public and private health care providers throughout the state.  Accomplishing this goal will require achieving and maintaining high vaccination coverage levels, improving vaccination strategies among under vaccinated populations, prompt reporting and thorough investigation of suspected cases, and rapid institution of disease control measures. 

 

Health Services of Lyon County offers immunizations to all children and adults by appointment.

 

 

 

HEALTHY FAMILIES PROGRAM

 

Healthy Families is a family-centered, strength-based program that provides in-home support and assistance to parents of young children, prenatal through five years of age that reside in Lyon County.

 

The goals of our program are to support and strengthen families in bulding the foundation of safe, nurturing environments in which children thrive.  Healthy Families is a voluntary program offered at no cost through Northwest Iowa Empowerment Funding.

 

HEALTH PROMOTION

 

Health Services of Lyon County participates in a four county Childhood Lead Poisoning Prevention Program through a grant from the Iowa Department of Public Health.  Our goal is to have every child under the age of six tested for lead poisoning.  Our focus is on increasing awareness of lead poisoning and testing, inspecting houses where lead-poisoning children live, and assisting in the care of lead poisoned children and their parents.

 

 

LYON CO. TOBACCO COMMUNITY PARTNERSHIP

 

Lyon County Tobacco Community Partnership is funded through a grant form the Iowa Department of Public Health..  Our goals are to 1) prevent tobacco use initiation among youth 2) promote cessation among young people and adults 3) eliminate nonsmokers' exposure to secondhand smoke 4) identify and eliminate the disparities related to tobacco use and its effect among different population groups.  Lyon County is teaming up with Sioux County to form Sioux/Lyon ASH-Action on Smoking and Health.

 

 

EMERGENCY PLANNING and PREPAREDNESS

 

Health Services of Lyon County's role in emergency planning and preparedness is to provide an organized and comprehensive response to a bio-emergency or a terrorist attack involving a biological agent.
